		<description>Why trade at all? Why not just tax all carbon emissions at ever-increasing rates, until we 1) get off the foreign oil addiction and 2) reduce carbon emissions to safe levels? This seems so obvious it hurts. The bill might be 10 pages instead of 900.</description>
