A good aphorism, but not applicable, any more than "Something is better than nothing. Because this "American Clean Energy and Security Act of 2009" this a nothing masquerading as a something. A better analogy would be the Emperor's New Clothes, except that nobody is listening to the little kid(s). To paraphrase Æsop, the committee has labored and brought forth a minnow. But the minnow cannot swim and is gonna drown.
