		<description>Paul Krugman supported and supports this bill, arguing that &quot;We should not let the perfect be the enemy of the good.&quot; A good aphorism, but not applicable, any more than &quot;Something is better than nothing. Because this &quot;American Clean Energy and Security Act of 2009&quot; this a nothing masquerading as a something. A better analogy would be the Emperor&#039;s New Clothes, except that nobody is listening to the little kid(s).


To paraphrase Æsop, the committee has labored and brought forth a minnow. But the minnow cannot swim and is gonna drown.</description>
