Columnists free from reelection fears might feel like&#160;raising other taxes&#160;to fill in the slack. Were this to be enacted, and then Global Warming were found to be a problem, implementation of revenue-neutral carbon taxes would still be a wise idea. Even though Halloween is just around the corner, let&#039;s not get spooked.</description>
